You'll still need either a disk in the drive or an ISO mounted to play.
To play, launch Fleet Ops, then go to Options -> Mod Settings to launch mods and create shortcuts to mods. It should look like so: "Fleet Operations\Data\Mods\STA2 Classic" with that last folder containing a bunch of files and sub-folders.
Just go to the FO install location, go to the Data folder, create a Mods folder, and extract the folder there. You can then install The Classic Mod to access the original Armada 2 gameplay and campaign. Just run the installer and follow the directions.
Instead, install Fleet Ops using the A2 disk. The best solution is to not install A2 right away. This isn't an insurmountable problem, though.
